Joe graduated MBBS from the University of Adelaide in 1981 with distinction in both Medicine and Surgery. He completed physician training at the Queen Elizabeth Hospital before transferring to the Royal Adelaide Hospital in 1986 to begin advanced cardiology training.
In 1988 Joe worked as a clinical research fellow at Guys Hospital, London, where he was involved in the evaluation of laser therapy in the treatment of coronary disease. He also spent time at the Hammersmith Hospital improving his skills in the then developing field of colour doppler echocardiography. He was awarded the FRACP in 1988 and returned to Adelaide where he spent 12 months as senior registrar in interventional cardiology at the RAH before taking up a visiting consultancy there.
